Why renovation quotations in Malaysia differ: where the gap hides
Specification. "Kitchen cabinet" can mean a particleboard carcass with PVC foil doors or a plywood carcass with solid surface top and soft-close hardware. Same line item, double the cost, and neither quote is wrong.
Exclusions. The cheaper quote often excludes hacking and disposal, authority submission, air-conditioning, scaffolding, or making good after other trades. Those items do not disappear — you pay them later as variation orders.
Provisional sums. A provisional sum is an admission that the contractor does not yet know the cost. Three provisional sums in a quotation means a third of your budget is unpriced.
Site overheads. A contractor with a proper supervisor on site, workers' compensation cover and CIDB-compliant safety provision carries real cost that a two-man outfit does not. That difference shows up in your price and in your risk.
How to force a fair comparison
- Issue one written scope to every contractor rather than letting each write their own
- Require itemised material and workmanship separately, which also matters for service tax on non-residential works
- Ask for the brand and model of every fitting, not a category
- Ask what is excluded, in writing, and treat a blank answer as a red flag
- Compare the payment schedule, not just the total
The cheapest quote is usually the most expensive one
An underpriced job gets recovered somewhere: thinner materials, fewer site visits, a rushed programme, or a stream of variation orders once you are committed and the walls are already down. The contractor who asks the most questions before quoting is generally the one who has understood the job.
