Condo Renovation Rules in Malaysia: Getting Past the JMB or Management Corporation

Renovating a stratified unit means satisfying two parties, not one: the local authority for anything structural, and your Joint Management Body or Management Corporation for almost everything else. Condo renovation rules in Malaysia come mostly from that second party. Getting past condo renovation rules in Malaysia is about permits, deposits and house rules. The second one is where most projects stall.

Condo renovation rules in Malaysia: what management requires

  • A renovation application form with drawings of the proposed works
  • A refundable renovation deposit held against damage to common property
  • Contractor details, worker lists and access passes
  • Fixed working hours, usually weekdays with restricted or prohibited weekend hacking
  • A defined period, with extension requests if you overrun
  • Insurance documentation from the contractor

These conditions come from the house rules made under the Strata Management Act 2013 and its regulations, and they differ from building to building. Get the current copy of the house rules before you design, not after.

The restrictions people discover too late

Wet area relocation. Many buildings prohibit moving bathrooms and kitchens because the waterproofing and the drainage stacks were designed for the original positions. Moving a toilet in a high-rise is a specialist job and often simply not permitted.

Floor loading. Stone slabs, large aquariums and heavy screed beds can exceed the design loading for a residential slab.

Facade and balcony. Enclosing a balcony, changing window frames or installing external condenser units outside the designated ledge usually breaches the house rules and can be ordered removed.

Hacking noise. Even permitted hours will generate complaints. Front-load the noisy work and tell your immediate neighbours in advance.

Protecting your deposit

Photograph the lift lobby, corridor and lift interior before work starts and agree the record with management. Insist that your contractor protects the lift and common corridor properly. Deposits are most often forfeited for damage during material delivery, not for the renovation itself.
