Anyone can print a business card that says contractor. A CIDB registered contractor has cleared the baseline the card cannot prove. Checking for a CIDB registered contractor takes two minutes and filters out the worst risks. Registration with the Construction Industry Development Board is the baseline check that takes five minutes and saves a great deal of grief.
What a CIDB registered contractor status tells you
CIDB registration under the Construction Industry Development Board Act 1994 (Act 520) covers contractors carrying out construction works in Malaysia. The registration carries a grade that indicates the value of work the contractor is permitted to undertake, along with the categories and specialisations they are registered for.
The grade matters. A contractor registered for small works who takes on a project well outside their grade is operating outside their registration, and that becomes your problem if anything goes wrong or if an authority inspects.
What to ask for before you sign
- The CIDB registration number, and the grade and category
- The company registration number with SSM, and whether the entity on the quotation is the same entity on the contract
- Whether the personnel on site carry a CIDB green card
- Proof of insurance: contractors' all risks and workers' compensation

The signals that should stop the conversation
A quotation with no company letterhead, no registration number and no address. A demand for a large cash deposit before any documentation. A different company name on the invoice than on the quotation. Reluctance to put the scope in writing.
Registration is a floor, not a ceiling
Being registered does not make a contractor good. It makes them accountable and traceable. Combine the registration check with references from completed projects of a similar type and size, and a site visit to work in progress if you can arrange one. What a site looks like mid-project tells you more than a portfolio.
